His Excellency Mubarak Rashed Al Mansoori
HE Mubarak Rashed Khamis Al Mansoori holds a Bachelor degree in Finance and an MBA. He has been appointed The Governor of Central Bank of the UAE as of September 2014. He has also been the CEO of Emirates Investment Authority since May 2008. He started his career at ADIA from 1991 – 2000 in the Equities Department, then he served as the Director General of Abu Dhabi Retirement Pensions & Benefits Fund since its establishment back in 2000. He also held directorship in a number of organisations including The Central Bank of United Arab Emirates, Securities & Commodities Authority of UAE (SCA), Abu Dhabi Securities Exchange (ADX), Etisalat Group in the UAE, Etisalat Misr in Egypt, Mobily in Saudi Arabia, The Arab International Bank (AIB) in Egypt, Arab Banking Corporation (ABC) in Bahrain, Egypt and Jordan, Banco Atlantico in Spain, Tabreed and Abu Dhabi Holding Company.
H.E. Abdul Aziz Abdulla Al-Ghurair
His Excellency Abdul Aziz Al Ghurair has been Chairman of the UAE Banks Federation since 2012, a position that entails dealing with the key issues facing the country’s banking sector, encouraging cooperation between banks and promoting the important role banks play in the economy and the wider community. He is also the CEO of Mashreq Group and member of the Board of Directors of Abdulla Al Ghurair Group, one of the biggest businesses in the Middle East with operations in more than 20 countries.
His Excellency’s current positions include Chairman of Abdullah Al Ghurair Foundation, one of the leading institutional philanthropic initiatives focused on education. Other positions include Chairman of the Executive Committee of Al Ghurair Investment, Vice Chairman of the Higher Board of Dubai International Financial Centre (DIFC); Member of the Board of the Emirates Foundation; Chairman of Masafi Company, Oman Insurance; President of FBN GCC, a non-profit international network for family businesses; and a Trustee of New York University President’s Global Council.
HE Al Ghurair was elected as The Speaker of the United Arab Emirates Federal National Council (UAE Parliament) for tenure of four years, which ended in February 2011. He has previously sat on the Board of Directors of major companies such as Emaar, Dubai Investments, visa International, MasterCard and the Dubai Chamber of Commerce and Industry, and has been Co-Chairman of the Arab Business Council – World Economic Forum (WEF). He was also a member of the Constitutive Council for GCC Leaders and President of The Knowledge Fund.
His Excellency has been recognised multiple times in leading awards, conferences and seminars, both international and local, and he is a five-times recipient of Lifetime Achievement Awards. His awards include:

• Banking Business Leader of the Year from Gulf Business Industry Award 2017.

HE Al Ghurair has an honours degree in industrial engineering from California Polytechnic State University.
Ralph Hamers became the youngest-ever CEO and chairman of the Executive Board of ING, the Dutch bank, when he was appointed in October 2013. ING is a global financial institution with a strong European base, offering banking services to more than 36 million customers in over 40 countries. Mr Hamers introduced ING’s Think Forward strategy, which aims to empower people in life and in business with a differentiating experience that is clear, easy and available anytime and anywhere. Think Forward is accelerating the digital transformation of ING, with the ambition to become the “go to” global digital platform for all financial needs. Mr Hamers joined ING in 1991, and has variously headed up ING in Romania, the Netherlands and Belgium, as well as being responsible for the international networks of ING’s Wholesale Banking and Retail Banking business lines. He holds a Master of Science degree in Business Econometrics/Operations Research from Tilburg University, the Netherlands.
Jassim Al Bastaki
Jassim Al Bastaki is the Secretary General of the Emirati Entrepreneurs Association and one of the leading entrepreneurs in the United Arab Emirates. He has played a significant role in motivating young Emirati people to set up businesses. Mr Al Bastaki is also a member of several governmental and international organisations, including the Mohammed Bin Rashid Establishment for SME Development, the Khalifa bin Zayed Fund to support small projects, and the Group of Twenty Entrepreneurship G20. He has over 20 years’ experience in public and private sectors, including property, hotels, travel, airlines and hospitality management. He recently founded the Envelope Investment Company that supports the small enterprise sector. Mr Al Bastaki is a graduate of the Management Faculty of the International Hotel and Hospitality Industry at the University of Central Florida, USA. He also holds a degree in Financial Management from the College of Business Administration in the UK.
As Visa’s General Manager for the Middle East and North Africa, Ihab Ayoub is responsible for the global payments technology company’s overall business and expanding its market share in over 40 markets across the region. Mr Ayoub joined Visa in April 2004 as Country Manager for the Kingdom of Saudi Arabia. In 2007 he was appointed Area Manager, taking on responsibility for the Gulf countries. Before joining Visa, he worked with AT&T and American Express in North America and, prior to that, he was with Citibank as Regional Director covering the Middle East. Mr Ayoub holds an MBA in Finance and a BBA in Banking from the University of Texas.
Royce Curtin joined Barclays in January 2017 as its new Managing Director of Group Intelligence. He leads the bank’s global Intelligence capability as part of its expanded Chief Security Office vision and service structure. He joined Barclays following a 27-year career with the Federal Bureau of Investigation (FBI) and US military. His extensive leadership experience most recently includes his role as the FBI Deputy Assistant Director of National Intelligence for Partner Engagement and FBI Senior Advisor to the Office of the Director of National Intelligence.Mr Curtin brings leadership expertise in crisis management, strategic intelligence, national security, special operations, and multinational intelligence platforms delivering high-impact, innovative customer and business performance solutions.
Rabih Dabboussi is the Senior Vice President for Sales, Marketing and Business Development at DarkMatter, a provider of cyber security services to commercial and government clients. With more than 20 years of industry experience in the private and public sectors, he is responsible for the company’s expansion strategy, overseeing its sales, marketing and business development in key industries. Prior to joining DarkMatter, Mr Dabboussi was the Managing Director of Cisco UAE. He arrived in the UAE in 2008 and led a number Cisco’s businesses in the region, including its Smart City strategy. Prior to that, he led Cisco’s engineering organisation in emerging markets, its Strategic Accounts business and its service provider segment; and before that he led a consultancy team that facilitated the growth of Cisco’s mobile business worldwide. Mr Dabboussi has a Bachelor of Science Degree in Computer Science from North Carolina State University in the US.
Marc Hofmann took up his position as SWIFT’s Chief Information Security Officer in November 2016. He joined SWIFT from Deutsche Bank where he held various CISO roles, most recently as Regional Chief Information Security Officer for the UK and Ireland. He has more than 20 years’ experience in security and risk management. Prior to working at Deutsche Bank, he held a number of IT security roles, among others at Ernst & Young. Mr Hofmann holds a PhD in economics with a focus on banking regulation, IT and risk management.
Ronit Ghose is Global Sector Head for Banks in Citi Research, Citigroup. He is the lead author of Citi’s GPS FinTech report series - the 2016 edition has had over 220,000 downloads making it the most read report ever published by the bank. Since joining Citi in 1997, Mr Ghose has covered banks in the Benelux, Canada, Cyprus, France, Greece, Saudi Arabia, Scandinavia, Spain, UAE and the UK. he previously worked at the British Bankers’ Association and as a research assistant in the British Parliament. He has an undergraduate degree from the University of Oxford, a postgraduate diploma from the University of London and is a CFA charter holder.
Pier Luigi Gilibert
Pier Luigi Gilibert was appointed Chief Executive of the European Investment Fund (EIF) in February 2014. Prior to this he was Director General of the European Investment Bank (EIB) where he was responsible for operations in the European Union and candidate countries. He joined the EIB in 1984 and subsequently held various functions, including Director General of the Risk Management Directorate, Head of Division of the Financial Research Department and also worked as an economist in the Financial Research Department. Before joining the EIB, he was an economist in the Research and in the International Departments of Banca Commerciale Italiana in Milan. He is an Italian national who holds degrees in Economics from the University of Turin, Italy and Rochester, USA.
Andrei Kirilenko is the Director of the Centre for Global Finance and Technology at the Imperial College Business School, Imperial College London. Prior to joining ICL in August 2015, he was Professor of the Practice of Finance at the MIT Sloan School of Management and Co-Director of the MIT Center for Finance and Policy in the US. Professor Kirilenko's work focuses on the intersection of finance, technology and regulation. He is a recognised world expert on technology in markets, including algorithmic and high frequency trading. He is also an intellectual leader on the principles of regulation of automated financial markets. Before MIT Sloan Professor Kirilenko served as Chief Economist of the US Commodity Futures Trading Commission (CFTC) between December 2010 and December 2012 where he used modern analytical tools and methods to improve the Commission's ability to develop and enforce an effective regulatory regime in automated financial markets. In 2010 he was the recipient of the CFTC Chairman's Award for Excellence (highest honor). Before joining the CFTC he spent 12 years at the International Monetary Fund working on global capital markets issues. His scholarly work has appeared in a number of peer-refereed journals and received multiple best-paper awards. Professor Kirilenko received his PhD in Economics from the University of Pennsylvania, where he specialised in Finance.
Brian Meenagh is a partner in the Dubai office of American law firm Latham & Watkins. His practice focuses on complex cyber security, data privacy, technology transactions and joint ventures, fintech, procurement and sourcing of technology and intellectual property counselling. Prior to becoming a lawyer, Mr Meenagh was a technology analyst at Accenture and worked on a variety of outsourcing, business transformation, systems integration, and software development projects for blue chip companies and the UK government. Since becoming a lawyer, he has advised many leading banks and financial service institutions on technology matters, including multiple UK investment and retail banks, US investment banks, European and Asian banks as well as various banks, banking associations and consortia and wealth funds in the GCC. He also advises global and regional fintech business on establishing and operating in the UAE.
Joseph Pelrine is the owner of MetaProg, and one of the world’s most experienced experts in Agile software development methods. He is also a senior advisor to McKinsey Digital Labs. Mr Pelrine has spent over 20 years defining and refining processes to help some of the world’s biggest companies improve their ability to satisfy the needs of their customers. A respected coach, mentor, and manager, his experience in applying leading-edge techniques from social complexity and psychology to process optimisation goes far beyond the domain of software development, and extends to the whole organisation.
Over the last 13 years, Miguel-Ángel Rodríguez-Sola has held a variety of senior executive positions at Lloyds Banking Group and Santander Banking Group in the UK, USA and Spain; he led the Lloyds Banking Group Digital and Transformation Division from September 2013 until September 2016. Prior to this he was a Partner at McKinsey & Company, where he worked for 12 years. He is currently a Senior Advisor to McKinsey on Digital Transformation and member of the Advisory Board of Digital Leaders.

Many SMEs find it difficult to get bank loans, and those that do often have to pay relatively high interest rates. Yet SMEs are essential to economic growth and job creation. The Central Bank of the UAE is therefore consulting with banks on how to improve SMEs’ credit worthiness and a regulation is being introduced to encourage banks to lend them more. Policymakers and banks are also looking to Europe and other parts of the world to see how they are increasing finance to SMEs, and any lessons to be learned.

A really serious breach could create a run on the bank and cause it to fail.

Union National Bank (UNB) is a public joint stock company incorporated under the laws of the United Arab Emirates in 1982.
